We're all ready to accept you, but... you seem to have forgotten to choose an actual augment for Abel!
"Civilian" isn't an augment, it's a classification of basic augments that can upgrade (for free!) to true officer positions like pilot, lab support, etc. Civilian augments include: cook, tactical, personnel, and maintenance.
