Please note that his powers should be capped in regards to affecting the Drift Fleet as a whole; if there is ever an instance where he'd try to do anything to affect/alter the fleet or break the game, it should fail. It is up to you to decide if that counts as him failing to perform his duty, or if it doesn't count due to Atroma meddling.
